What is PAT Testing?
Portable Appliance Testing (PAT) is the inspection and testing of portable electrical appliances — anything with a plug, from kettles and toasters to washing machines and lamps — to confirm they are safe to use. Our engineer visually inspects each appliance for damage, then carries out electrical safety tests including earth continuity and insulation resistance.
While not a named legal requirement, PAT Testing is the recognised way for landlords in Newham to demonstrate they have met their duty of care under the Landlord and Tenant Act 1985 and the Electrical Equipment (Safety) Regulations 2016. Most landlord insurance policies specifically require it for furnished lets.
PAT Testing in Newham — local property context
Newham's housing is split between old and new: VOA figures put 37.0% of homes before 1919 and 28.8% from 2000 onwards, both well above London's 29.1% and 17.9%. Terraced houses hold 31.3% of households against 21.3% London-wide, and purpose-built flats 43.6% (Census 2021). The council said in 2021 that HMOs were distributed across all wards.
Private renting is Newham's largest tenure, at 38.5% of households (Census 2021), and the council licenses nearly every private let in 22 of its 24 wards. Our accredited PAT testers regularly test furnished lets and HMOs across the E6, E16, E15, E13, E7, E12, E20 postcode areas, and carry out PAT Testing across Newham for private landlords, letting agents and HMO operators.

PAT testing in Newham: a licence condition with no set interval
Newham's licence condition 21 requires a test report for every electrical appliance the landlord supplies, provided within 28 days of a demand, but it sets no test interval. The date on the report is yours to defend.
Newham's enforcement policy effective from 1 May 2026 lists appliance test certificates among the licence-condition items in its penalty matrix. Breaching a licence condition can bring a civil penalty of up to £40,000.
The condition appears in both licence types, so a cooker or washing machine left in a selectively licensed family home is covered as well as those in an HMO.
