What is a Gas Safety Certificate (CP12)?
A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.
Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Newham as it does across England, and an HMO licence can add its own conditions on top.
Gas safety in Newham — local property context
Newham's housing is split between old and new: VOA figures put 37.0% of homes before 1919 and 28.8% from 2000 onwards, both well above London's 29.1% and 17.9%. Terraced houses hold 31.3% of households against 21.3% London-wide, and purpose-built flats 43.6% (Census 2021). The council said in 2021 that HMOs were distributed across all wards.
Private renting is Newham's largest tenure, at 38.5% of households (Census 2021), and the council licenses nearly every private let in 22 of its 24 wards. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the E6, E16, E15, E13, E7, E12, E20 postcode areas, and regularly carry out CP12 inspections across Newham for private landlords, letting agents and HMO operators.

Gas safety in Newham: where the licence condition applies
Where there is gas, Newham's licence condition 20 asks for more than a record on file. Each occupier must get a copy at the start of their occupation, so a certificate that lapses between tenancies leaves the incoming tenant without a valid one on day one. The council can also demand a copy within 28 days.
The condition stops at two ward boundaries. In Royal Victoria and Stratford Olympic Park, only mandatory HMOs need a Newham licence, so a family let there carries the national gas duty but no licence condition.
