What is an EICR?
An EICR (Electrical Installation Condition Report) is a formal assessment of all fixed electrical wiring, consumer units and installations within a property. A qualified NICEIC approved or NAPIT certified electrician tests every circuit from the fuse board, checks all sockets, light fittings, bonding and earthing arrangements, and assigns a condition code to anything that falls below the current British Standard BS 7671 — the IET Wiring Regulations.
The result is a written report that tells you exactly what state the electrical installation is in, what — if anything — needs attention, and whether the property is safe for continued occupation. An EICR is not the same as a test of your appliances: it covers only the fixed installation. Portable appliances supplied with a furnished tenancy are tested separately by PAT Testing.
For landlords in the private rented sector, an EICR is the single most important electrical safety document you need to hold. Without a valid certificate on file you are in breach of the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 — and your local authority can issue a remedial notice and a civil penalty of up to £30,000.
EICR legal requirements for landlords
Since April 2021, every landlord of a privately rented property in England has been legally required to hold a valid Electrical Installation Condition Report. The requirement was introduced by the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, which apply to all tenancy types — assured shorthold tenancies, periodic tenancies, HMO licences and student lets alike.
Your EICR must be carried out by a qualified electrician — one who is competent to test and assess electrical installations. In practice this means a registered electrician, and NICEIC approval or NAPIT certification are both widely recognised as the benchmark accreditations by councils, letting agents and mortgage lenders across England.
As a landlord you must:
- ✓Commission an EICR at least every 5 years (or at each change of tenancy if sooner)
- ✓Use a qualified and competent electrician — ideally NICEIC approved or NAPIT certified
- ✓Provide a copy of the EICR to every tenant before or at the start of their tenancy
- ✓Provide a copy to your local housing authority within 7 days of a written request
- ✓Arrange and evidence completion of remedial works within 28 days of a C1 or C2 finding
- ✓Retain the EICR and any remedial completion evidence for at least the next inspection cycle
The regulations apply to residential rental properties in England only. If your rental property is in Wales, Scotland or Northern Ireland, separate electrical safety legislation applies — check with your local authority for the current requirements.

EICR condition codes explained
Every circuit and fitting inspected during an EICR receives one of four condition codes. The codes determine whether your EICR result is "satisfactory" or "unsatisfactory" and what action — if any — you must take.
Danger present
An immediate risk to the occupants of the property. A C1 code means the engineer must make the hazard safe before leaving. The EICR result will be 'unsatisfactory.' Remedial works are required immediately — the property must not be occupied until the C1 is resolved and evidenced.
Potentially dangerous
A fault that is not immediately dangerous but could become so. A C2 code results in an 'unsatisfactory' EICR. Remedial works must be completed within 28 days and evidenced in writing to your local authority. You should not allow a new tenancy to begin until C2 codes are resolved.
Improvement recommended
An item that doesn't fully meet the current standard but is not dangerous. A C3 code does not cause the EICR to fail — your property can still receive a 'satisfactory' result. Addressing C3 codes is strongly recommended but not legally required within a set timeframe.
Further investigation required
An area that could not be fully assessed during the inspection — typically due to restricted access or concealed wiring. A property with FI codes cannot receive a satisfactory result until the investigation is completed and findings confirmed.

NICEIC approved and NAPIT certified electricians
Every EICR we carry out is performed by an electrician holding either NICEIC approval or NAPIT certification — both government-recognised competent person schemes, assessed annually against BS 7671 (the IET Wiring Regulations) by independent technical auditors. NICEIC is the UK's largest electrical certification body; NAPIT (National Association of Professional Inspectors and Testers) is its established counterpart, covering the same scope under the same regulatory framework.
An EICR from a NICEIC approved or NAPIT certified electrician is accepted without question by local housing authorities, London borough councils, letting agents, property management companies and mortgage lenders. Both schemes are listed on the government's competent person register, and local authorities recognise either as satisfying the requirement for a qualified inspector under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020.
A non-registered electrician can technically perform an EICR, but the certificate may be challenged by a local authority or letting agent. Choosing an accredited engineer eliminates that risk. You can verify your engineer's registration on the NICEIC contractor search or the NAPIT member finder.
