What is a Gas Safety Certificate (CP12)?
A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.
Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Hackney as it does across England, and an HMO licence can add its own conditions on top.
Gas safety in Hackney — local property context
Most Hackney households live in flats: 60.4% in purpose-built blocks, against 40.3% across London, and 15.5% in flats or bedsits in converted or shared houses (Census 2021). Terraced houses hold only 13.9%. Much of the stock is old, with 34.9% of council tax properties built before 1919 (VOA 2025), while the interwar years account for 7.8%, about a third of the London share.
Hackney's licensing restarted on 1 May 2026: shares of three or more need a licence anywhere in the borough, and other private lets need one in 17 of 21 wards. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the N16, E8, E5, E9, N1, N4, E2 postcode areas, and regularly carry out CP12 inspections across Hackney for private landlords, letting agents and HMO operators.

Gas safety in Hackney: date-check the certificate before paying Part A
Part A of a Hackney licence fee is paid when you apply and is not refunded if the application is refused or withdrawn. The gas safety certificate, from a Gas Safe registered engineer, is one of the details the application page says you must give, so check its date before you submit. After licensing, the council receives a new certificate each year, and a tenant in a selectively licensed home gets a copy within 28 days of each check.
