What is an EICR?

An EICR (Electrical Installation Condition Report) is a formal inspection and test of all fixed electrical wiring, sockets, switches, light fittings and the consumer unit within a rental property. A qualified NICEIC approved electrician tests every circuit from the consumer unit, checks earthing and bonding arrangements, and assigns a condition code to every observation that falls below the current British Standard BS 7671 — the IET Wiring Regulations. The result is a written report that tells you whether the electrical installation is satisfactory for continued use and — if not — what needs to be addressed and within what timeframe.

Since April 2021, every private landlord in England has been legally required to hold a valid EICR and renew it every five years. This national duty applies in Haringey as it does across England, and an HMO licence can add its own conditions on top. Failure to comply can result in a civil penalty of up to £40,000 per breach and a remedial notice from your local authority.

Legal requirement: The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to all rental properties in Haringey. Every landlord must hold a valid EICR, provide a copy to tenants before they move in, and supply it to their local authority within 7 days of a written request. Failure carries a civil penalty of up to £40,000 per breach.

EICR in Haringey — local property context

Haringey's homes are older than London's as a whole: 36.5% of council tax properties were built before 1900, against 20.9% London-wide (VOA 2025). Terraced houses hold 25.6% of households and purpose-built flats 35.4% (Census 2021). Of the licensed HMOs the council counted in 2024, 3,927 shared basic amenities and 903 were converted buildings under section 257.

Over a third of Haringey households rent privately (Census 2021). Every HMO in the borough needs a licence, and single-household lets need one in 14 eastern wards. Our NICEIC approved electricians are experienced with the specific electrical characteristics common to properties in the N17, N15, N8, N22, N10, N4, N6, N11 postcode areas and regularly carry out EICR inspections across Haringey for private landlords, letting agents and HMO operators.

EICRs in Haringey: converted buildings and a refused application

In the council's HMO inspections from 2019 to 2023, section 257 converted buildings, made up of self-contained flats, had the highest rate of serious hazards of any HMO type. The rate was 164.7 per 100 inspected. Haringey's additional scheme brings these buildings into licensing.

An HMO application without an electrical safety certificate is refused and withdrawn with no refund. After the licence is granted, the HMO licence conditions let the council ask for the EICR at any time, and it must arrive within 28 days.
