What is an EICR?

An EICR (Electrical Installation Condition Report) is a formal inspection and test of all fixed electrical wiring, sockets, switches, light fittings and the consumer unit within a rental property. A qualified NICEIC approved electrician tests every circuit from the consumer unit, checks earthing and bonding arrangements, and assigns a condition code to every observation that falls below the current British Standard BS 7671 — the IET Wiring Regulations. The result is a written report that tells you whether the electrical installation is satisfactory for continued use and — if not — what needs to be addressed and within what timeframe.

Since April 2021, every private landlord in England has been legally required to hold a valid EICR and renew it every five years. This national duty applies in Hackney as it does across England, and an HMO licence can add its own conditions on top. Failure to comply can result in a civil penalty of up to £40,000 per breach and a remedial notice from your local authority.

Legal requirement: The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to all rental properties in Hackney. Every landlord must hold a valid EICR, provide a copy to tenants before they move in, and supply it to their local authority within 7 days of a written request. Failure carries a civil penalty of up to £40,000 per breach.

EICR in Hackney — local property context

Most Hackney households live in flats: 60.4% in purpose-built blocks, against 40.3% across London, and 15.5% in flats or bedsits in converted or shared houses (Census 2021). Terraced houses hold only 13.9%. Much of the stock is old, with 34.9% of council tax properties built before 1919 (VOA 2025), while the interwar years account for 7.8%, about a third of the London share.

Hackney's licensing restarted on 1 May 2026: shares of three or more need a licence anywhere in the borough, and other private lets need one in 17 of 21 wards. Our NICEIC approved electricians are experienced with the specific electrical characteristics common to properties in the N16, E8, E5, E9, N1, N4, E2 postcode areas and regularly carry out EICR inspections across Hackney for private landlords, letting agents and HMO operators.

EICRs in Hackney: hazards in older wards and a report every application needs

Hackney's own evidence points the EICR at older homes. The council's 2025 evidence pack estimates that 6,707 private rented homes, 17% of the sector, have at least one serious hazard. It also finds more electrical, fire and damp hazards in the wards with older housing.

Hackney's two licensing documents word the EICR differently. The application page lists it among the reports that help avoid delays, while the licensing FAQ says every application will require one. Treat it as required, not optional.
