What is PAT Testing?

Portable Appliance Testing (PAT) is the inspection and testing of portable electrical appliances — anything with a plug, from kettles and toasters to washing machines and lamps — to confirm they are safe to use. Our engineer visually inspects each appliance for damage, then carries out electrical safety tests including earth continuity and insulation resistance.

While not a named legal requirement, PAT Testing is the recognised way for landlords in Greenwich to demonstrate they have met their duty of care under the Landlord and Tenant Act 1985 and the Electrical Equipment (Safety) Regulations 2016. Most landlord insurance policies specifically require it for furnished lets.

Insurance note: PAT Testing is not a named legal minimum, but landlords in Greenwich should check their buildings and contents insurance policy — many insurers will refuse a claim arising from a faulty appliance if you cannot produce a current PAT certificate.

PAT Testing in Greenwich — local property context

Almost one in five Greenwich households rents from the council (18.6%, London 12.1%, Census 2021). Over a quarter of homes date from 2000 or later: council tax records place 26.3% of properties in the 2000 to 2025 build period (VOA 2025). Purpose-built flats are the most common type of home, housing 43.1% of households at the 2021 Census.

The council estimates about 32,242 privately rented homes in Greenwich in 2025, roughly 26% of the stock, up from about 21% in 2011. Our accredited PAT testers regularly test furnished lets and HMOs across the SE18, SE9, SE10, SE3, SE28, SE7, SE2, SE12, SE8 postcode areas, and carry out PAT Testing across Greenwich for private landlords, letting agents and HMO operators.

PAT testing in Greenwich: recall checks on single lets

Greenwich's January 2026 selective licence conditions ask landlords to check the appliances they supply for manufacturer recalls and to register new appliances with the manufacturer. A PAT visit leaves you with an itemised list of those appliances, which is the list to check against recall notices.
