What is an EICR?
An EICR (Electrical Installation Condition Report) is a formal inspection and test of all fixed electrical wiring, sockets, switches, light fittings and the consumer unit within a rental property. A qualified NICEIC approved electrician tests every circuit from the consumer unit, checks earthing and bonding arrangements, and assigns a condition code to every observation that falls below the current British Standard BS 7671 — the IET Wiring Regulations. The result is a written report that tells you whether the electrical installation is satisfactory for continued use and — if not — what needs to be addressed and within what timeframe.
Since April 2021, every private landlord in England has been legally required to hold a valid EICR and renew it every five years. This national duty applies in Greenwich as it does across England, and an HMO licence can add its own conditions on top. Failure to comply can result in a civil penalty of up to £40,000 per breach and a remedial notice from your local authority.
EICR in Greenwich — local property context
Almost one in five Greenwich households rents from the council (18.6%, London 12.1%, Census 2021). Over a quarter of homes date from 2000 or later: council tax records place 26.3% of properties in the 2000 to 2025 build period (VOA 2025). Purpose-built flats are the most common type of home, housing 43.1% of households at the 2021 Census.
The council estimates about 32,242 privately rented homes in Greenwich in 2025, roughly 26% of the stock, up from about 21% in 2011. Our NICEIC approved electricians are experienced with the specific electrical characteristics common to properties in the SE18, SE9, SE10, SE3, SE28, SE7, SE2, SE12, SE8 postcode areas and regularly carry out EICR inspections across Greenwich for private landlords, letting agents and HMO operators.

EICRs in Greenwich: what council inspectors record
From January 2024 to December 2025, Greenwich officers inspected 4,130 privately rented homes outside known HMOs and recorded 4,762 hazards, 1,226 of them severe. Electrical hazards made up 7.0% of the total.
Where a report calls for remedial work in a licensed Greenwich HMO, licence condition 7 says the work must be done by an electrician on the Competent Person Register working to BS 7671. Notifiable work also needs a Building Regulations certificate, so keep it with the EICR.
