What is a Gas Safety Certificate (CP12)?

A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.

Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Greenwich as it does across England, and an HMO licence can add its own conditions on top.

Legal requirement: The Gas Safety (Installation and Use) Regulations 1998 require landlords in Greenwich to arrange an annual gas safety check by a Gas Safe Registered engineer, provide the signed CP12 to tenants, and keep records for at least 2 years. Failure to comply is a criminal offence carrying an unlimited fine and up to 2 years' imprisonment.

Gas safety in Greenwich — local property context

Almost one in five Greenwich households rents from the council (18.6%, London 12.1%, Census 2021). Over a quarter of homes date from 2000 or later: council tax records place 26.3% of properties in the 2000 to 2025 build period (VOA 2025). Purpose-built flats are the most common type of home, housing 43.1% of households at the 2021 Census.

The council estimates about 32,242 privately rented homes in Greenwich in 2025, roughly 26% of the stock, up from about 21% in 2011. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the SE18, SE9, SE10, SE3, SE28, SE7, SE2, SE12, SE8 postcode areas, and regularly carry out CP12 inspections across Greenwich for private landlords, letting agents and HMO operators.

Gas safety in Greenwich HMOs: check the meter as well

Greenwich's HMO licence condition 6.2 reaches past the gas installation to how the fuel is paid for: neither gas nor electricity may be supplied through any form of prepayment meter. It sits in the same January 2026 conditions as the gas servicing duty, but a gas safety check looks at appliances, pipework and flues, not at the meter's payment type. A passed check therefore says nothing about condition 6.2, which is judged separately.
