What is a Gas Safety Certificate (CP12)?
A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.
Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Islington as it does across England, and an HMO licence can add its own conditions on top.
Gas safety in Islington — local property context
Islington fits 225,000 residents into 15 square kilometres, the second densest borough in England and Wales on the council's figures, and most of its homes are flats. At the 2021 Census, 57.4% of households lived in purpose-built flats and 21.3% in flats or bedsits in converted or shared houses, while 12.7% lived in terraced houses. The stock is old: 35.9% of council tax properties predate 1900 (VOA 2025).
Islington expects landlords to join the London Rental Standard and be accredited, and requires a licence for shared homes of three or more people from two households or more. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the N1, N7, N19, N5, EC1, N4 postcode areas, and regularly carry out CP12 inspections across Islington for private landlords, letting agents and HMO operators.

Gas safety in Islington's 2026 selective wards: read the new licence
Islington has published selective licence conditions only for its 2024 scheme; no separate conditions document for the 2026 scheme was listed as of October 2026. If your let is in one of the seven wards joining on 23 November 2026, read the conditions issued with your licence before fixing the gas check date. The 2024 wording sends the certificate to the council, not only to the tenant.
