What is a Gas Safety Certificate (CP12)?

A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.

Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in City of London as it does across England, and an HMO licence can add its own conditions on top.

Legal requirement: The Gas Safety (Installation and Use) Regulations 1998 require landlords in City of London to arrange an annual gas safety check by a Gas Safe Registered engineer, provide the signed CP12 to tenants, and keep records for at least 2 years. Failure to comply is a criminal offence carrying an unlimited fine and up to 2 years' imprisonment.

Gas safety in City of London — local property context

The City had 8,161 homes in March 2022, and over 40% of them are in the Barbican, Golden Lane and Smithfield areas; the Barbican Estate alone accounts for 2,140. At the 2021 Census, 5.5% of households lived in flats in converted buildings such as former warehouses or churches, and only 1.3% in converted or shared houses (London 11.1%).

Most homes here are small flats: 53.4% of occupied City homes have one bedroom, against 21.2% across London, and only 3.8% have four bedrooms or more. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the EC2, EC1, EC4, E1, EC3 postcode areas, and regularly carry out CP12 inspections across City of London for private landlords, letting agents and HMO operators.

Gas safety in City flats: what the record covers

Most Barbican homes get background heat from the estate's shared electric underfloor system, so the boiler-centred check many landlords picture may not match the flat. The gas safety record covers the gas appliances the flat actually has; list them when you book.

In a City HMO, licensed or not, the Corporation's HMO standards require a yearly check of every gas appliance by a Gas Safe registered engineer. The evidence goes to the City each year.
