What is PAT Testing?

Portable Appliance Testing (PAT) is the inspection and testing of portable electrical appliances — anything with a plug, from kettles and toasters to washing machines and lamps — to confirm they are safe to use. Our engineer visually inspects each appliance for damage, then carries out electrical safety tests including earth continuity and insulation resistance.

While not a named legal requirement, PAT Testing is the recognised way for landlords in Redbridge to demonstrate they have met their duty of care under the Landlord and Tenant Act 1985 and the Electrical Equipment (Safety) Regulations 2016. Most landlord insurance policies specifically require it for furnished lets.

Insurance note: PAT Testing is not a named legal minimum, but landlords in Redbridge should check their buildings and contents insurance policy — many insurers will refuse a claim arising from a faulty appliance if you cannot produce a current PAT certificate.

PAT Testing in Redbridge — local property context

Redbridge is mostly a borough of houses rather than flats. Almost a quarter of council tax properties, 24.3%, were built in the 1930s, against 16.0% across London, and 61.2% pre-date 1945 (VOA 2025). Only 25.4% of households live in purpose-built flats, against 40.3% London-wide, while 27.0% live in semi-detached houses (Census 2021).

At the 2021 Census, 30.4% of Redbridge households rented privately, close to London's 30.0%, while social renting was only 11.3%, against 23.1% across London. Our accredited PAT testers regularly test furnished lets and HMOs across the IG1, IG8, IG3, IG6, IG2, E18, E11, RM6, IG5, IG7, IG4 postcode areas, and carry out PAT Testing across Redbridge for private landlords, letting agents and HMO operators.

PAT testing in Redbridge: on the selective application too

No national rule sets PAT testing for a single let, but Redbridge asks for a PAT certificate with a selective licence application as well as an HMO one. A flat or house let to a single household in a selective ward therefore needs its landlord-supplied appliances tested.

In a mandatory-licensed HMO, the council's appliance condition is titled "Portable Appliance Testing (PAT) and furniture safety", so check the supplied furniture at the same visit as the appliances.
