What is PAT Testing?

Portable Appliance Testing (PAT) is the inspection and testing of portable electrical appliances — anything with a plug, from kettles and toasters to washing machines and lamps — to confirm they are safe to use. Our engineer visually inspects each appliance for damage, then carries out electrical safety tests including earth continuity and insulation resistance.

While not a named legal requirement, PAT Testing is the recognised way for landlords in Harrow to demonstrate they have met their duty of care under the Landlord and Tenant Act 1985 and the Electrical Equipment (Safety) Regulations 2016. Most landlord insurance policies specifically require it for furnished lets.

Insurance note: PAT Testing is not a named legal minimum, but landlords in Harrow should check their buildings and contents insurance policy — many insurers will refuse a claim arising from a faulty appliance if you cannot produce a current PAT certificate.

PAT Testing in Harrow — local property context

Harrow's housing is mostly inter-war: 41.6% of council tax properties date from the 1930s alone, against 16.0% across London, and only 10.3% were built before 1919 (VOA 2025). Houses outnumber flats. In Census 2021, 11.3% of households lived in detached houses and 26.2% in purpose-built flats, against 6.1% and 40.3% London-wide.

In Census 2021, 10.4% of Harrow households rented from a social landlord, under half the London share of 23.1%, while 58.8% owned their home (London 45.2%). Our accredited PAT testers regularly test furnished lets and HMOs across the HA2, HA3, HA1, HA7, HA5, HA8 postcode areas, and carry out PAT Testing across Harrow for private landlords, letting agents and HMO operators.
