What is PAT Testing?

Portable Appliance Testing (PAT) is the inspection and testing of portable electrical appliances — anything with a plug, from kettles and toasters to washing machines and lamps — to confirm they are safe to use. Our engineer visually inspects each appliance for damage, then carries out electrical safety tests including earth continuity and insulation resistance.

While not a named legal requirement, PAT Testing is the recognised way for landlords in Camden to demonstrate they have met their duty of care under the Landlord and Tenant Act 1985 and the Electrical Equipment (Safety) Regulations 2016. Most landlord insurance policies specifically require it for furnished lets.

Insurance note: PAT Testing is not a named legal minimum, but landlords in Camden should check their buildings and contents insurance policy — many insurers will refuse a claim arising from a faulty appliance if you cannot produce a current PAT certificate.

PAT Testing in Camden — local property context

Few Camden households live in houses. At the 2021 Census, 8.1% of households lived in a terraced house, 3.6% in a semi-detached and 1.7% in a detached house, with most of the rest in flats. Camden's October 2024 licensing review found additional HMOs spread fairly evenly across the borough, apart from the parkland of Regent's Park, Primrose Hill and Hampstead Heath.

BRE modelling from 2020, quoted by Camden, estimates about 6,200 properties meet its additional HMO definition, against about 1,250 mandatory HMOs. In October 2024, 2,566 additional licences were in force. Our accredited PAT testers regularly test furnished lets and HMOs across the NW3, NW1, NW6, NW5, WC1, NW2, NW8, EC1, N6, WC2 postcode areas, and carry out PAT Testing across Camden for private landlords, letting agents and HMO operators.

PAT testing in Camden: a yearly HMO licence condition

In a Camden licensed HMO, PAT testing is a licence condition rather than good practice. Condition 16 requires a PAT test report every 12 months for all landlord-supplied electrical appliances, supplied to Camden within 21 days of a written request.

Camden publishes a register of licensed HMOs on its open data portal, so you can check whether a property you manage is listed and the condition applies. If it is, keep each year's report ready to send.
