What is an EPC?

An Energy Performance Certificate (EPC) rates the energy efficiency of a property on a scale from A (most efficient) to G (least efficient). An accredited Domestic Energy Assessor (DEA) inspects the property's insulation, heating system, hot water system, windows and lighting to produce the rating, along with a report of recommended improvements and their estimated cost and impact.

Every landlord in England must provide a valid EPC before marketing a property to let, and the property must meet the Minimum Energy Efficiency Standard (MEES) of an E rating or above. This national standard applies in Camden as it does across England.

EPC assessments in Camden — local property context

Few Camden households live in houses. At the 2021 Census, 8.1% of households lived in a terraced house, 3.6% in a semi-detached and 1.7% in a detached house, with most of the rest in flats. Camden's October 2024 licensing review found additional HMOs spread fairly evenly across the borough, apart from the parkland of Regent's Park, Primrose Hill and Hampstead Heath.

As of October 2026, Camden's MEES Support Grant match-funds landlord works on homes rated D to G to reach at least band C, up to £10,000 per building. HMOs that do not need an EPC can qualify through a PAS 2035 retrofit plan instead.
