What is a Gas Safety Certificate (CP12)?
A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.
Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Hammersmith & Fulham as it does across England, and an HMO licence can add its own conditions on top.
Gas safety in Hammersmith & Fulham — local property context
Most Hammersmith and Fulham households live in flats: in Census 2021, 48.1% were in purpose-built flats and 24.5% in flats or bedsits in converted or shared houses. That second share is more than double London's, and 18.8% lived in terraced houses. The stock is old too: VOA figures date 55.7% of properties before 1919, against 29.1% London-wide.
Private renting is the borough's largest tenure. Council data from August 2024 put the borough's median two-bedroom rent fourth highest in London. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the SW6, W12, W6, W14 postcode areas, and regularly carry out CP12 inspections across Hammersmith & Fulham for private landlords, letting agents and HMO operators.

Gas safety certificates and H&F licence applications
Hammersmith and Fulham's licensing FAQs tell landlords not to start an HMO application without a valid gas safety certificate where there is a gas supply. A selective application on one of the 24 streets needs a current certificate too wherever a gas appliance is fitted. The council accepts a certificate that is in date when you apply, then writes renewal into the licence.
HMO condition 19 requires a Gas Safe inspection of installations, appliances and flues every 12 months. A certificate from the last 12 months must be sent to the council within 14 days of a written request. The selective conditions contain the same requirement.
