What is a Gas Safety Certificate (CP12)?

A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.

Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Wandsworth as it does across England, and an HMO licence can add its own conditions on top.

Legal requirement: The Gas Safety (Installation and Use) Regulations 1998 require landlords in Wandsworth to arrange an annual gas safety check by a Gas Safe Registered engineer, provide the signed CP12 to tenants, and keep records for at least 2 years. Failure to comply is a criminal offence carrying an unlimited fine and up to 2 years' imprisonment.

Gas safety in Wandsworth — local property context

Purpose-built flats are Wandsworth's largest housing type, home to 48.1% of households in 2021, while 22.2% lived in terraced houses and 17.7% in flats within converted or shared houses. The stock's age is uneven: VOA counts 43.4% of properties as pre-1919 and 20.6% as built since 2000 (London 17.9%), with comparatively little from the interwar years.

More than a third of households rent privately, a share the council describes as one of the highest in London. Since 2025, many lets have needed a council licence. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the SW11, SW18, SW15, SW17, SW12, SW19, SW16, SW8 postcode areas, and regularly carry out CP12 inspections across Wandsworth for private landlords, letting agents and HMO operators.

Gas safety and Wandsworth's converted blocks

Converted houses are a much bigger part of the borough's housing than across London. In all, 65.8% of households live in a flat of some kind, against 51.4% London-wide (Census 2021).

Certain converted blocks of self-contained flats, known as section 257 HMOs, fall outside Wandsworth's additional HMO scheme. In a selective ward, though, each flat in one may need its own selective licence.

Where gas is supplied, each such licence carries its own gas conditions: a certificate produced to the council every year and a tenant copy within 28 days of each check. Under a selective licence, the council can also ask for the written record that tenants received that copy, due within 7 days. Under an HMO licence, it can ask for the certificates themselves on the same 7-day deadline.
