What is a Gas Safety Certificate (CP12)?

A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.

Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Westminster as it does across England, and an HMO licence can add its own conditions on top.

Legal requirement: The Gas Safety (Installation and Use) Regulations 1998 require landlords in Westminster to arrange an annual gas safety check by a Gas Safe Registered engineer, provide the signed CP12 to tenants, and keep records for at least 2 years. Failure to comply is a criminal offence carrying an unlimited fine and up to 2 years' imprisonment.

Gas safety in Westminster — local property context

Flats dominate Westminster's housing: at the 2021 Census only about one household in ten lived in a house (7.2% terraced, 1.8% semi-detached, 1.1% detached). A further 16.1% lived in flats or bedsits in converted or shared houses. The council's licensing evidence names mansion blocks among the buildings where it finds HMOs.

Private renting was Westminster's largest tenure at the 2021 Census. Council evidence puts rent at 75.4% of median earnings in 2022-23, against 46% across London. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the SW1, W2, W9, W1, NW8, NW1, W10, WC2 postcode areas, and regularly carry out CP12 inspections across Westminster for private landlords, letting agents and HMO operators.

Gas safety in Westminster: one yearly certificate per licensed flat

Westminster's yearly gas duty sits in selective licence condition 6. For every licensed flat with a gas supply, the licence holder must produce a gas safety certificate dated within the last 12 months each year. A copy is due within 21 days of any demand, and a landlord with several licensed flats in one block owes one for each.

Shared homes meet the gas check at the licence application instead. An HMO licence application needs a gas certificate from the last 12 months wherever there is a gas supply. Time the CP12 renewal so it is still in date when you apply or renew.
