What is a Gas Safety Certificate (CP12)?

A Gas Safety Certificate, formally known as a CP12, is a document confirming that all gas appliances, flues and pipework in a rental property have been inspected by a Gas Safe Registered engineer and found to be safe. The engineer checks each appliance for correct operation, adequate ventilation, secure flue connections and correct gas pressure, and lists every appliance on the certificate along with its result.

Every private landlord in England has been legally required to hold a valid CP12 and renew it every 12 months since the Gas Safety (Installation and Use) Regulations 1998 came into force. This national duty applies in Kingston upon Thames as it does across England, and an HMO licence can add its own conditions on top.

Legal requirement: The Gas Safety (Installation and Use) Regulations 1998 require landlords in Kingston upon Thames to arrange an annual gas safety check by a Gas Safe Registered engineer, provide the signed CP12 to tenants, and keep records for at least 2 years. Failure to comply is a criminal offence carrying an unlimited fine and up to 2 years' imprisonment.

Gas safety in Kingston upon Thames — local property context

In 2012 the council said most of its housing was two storeys high, so many shared houses fell outside the mandatory scheme of the time. That scheme covered only homes of three or more storeys. The 1930s are the largest single building era, at 28.0% of the borough's 70,420 council tax properties (VOA 2025), and semi-detached houses are the most common home type (Census 2021).

Census 2021 counted 17,911 Kingston households renting privately, and the council's register listed 447 licensed HMOs on 10 October 2026. Our Gas Safe registered engineers are experienced with the boilers, gas fires and appliances typically found in properties across the KT2, KT3, KT6, KT5, KT9, KT1, KT4 postcode areas, and regularly carry out CP12 inspections across Kingston upon Thames for private landlords, letting agents and HMO operators.

Gas safety in Kingston HMOs: servicing as well as the annual check

Kingston's HMO standards (December 2023) ask for more than the yearly safety check: "All gas appliances should be serviced and maintained in line with manufacturers' recommendations." A gas safety check confirms an appliance is safe to use but is not a service, so keep each appliance's service record with the gas safety certificate.
