What Affects the Cost of an EICR?

Several factors influence how long an EICR inspection takes — and because an EICR is priced on time and expertise, these factors affect the cost.

Property size and number of circuits

The most significant factor. A studio flat with 6 circuits takes far less time to test than a 5-bedroom HMO with 20+ circuits. Each circuit requires individual continuity testing, insulation resistance measurement, and polarity checks. More circuits mean more time — which is why EICR prices increase with property size.

Age of the electrical installation

Properties built before the 1970s — and particularly Victorian terraces and Edwardian conversions that make up a large proportion of London's rental stock — often have older wiring systems that require more careful testing. TRS (tough rubber sheathed) wiring from the 1960s and earlier, rubber-insulated cables that degrade with age, and rewirable fuse boards all require more time to inspect thoroughly than modern PVC-insulated wiring with modern consumer units.

Location within London

If your property is within the TfL Congestion Charge Zone, a supplement of £ applies to cover the charge. This affects properties in central London boroughs including Westminster, the City of London, Kensington and Chelsea, and parts of Camden, Islington and Southwark.

Parking availability

If there is no free on-street or off-street parking near the property, a parking charge of £ applies.

Complexity of the installation

Properties with multiple consumer units (common in larger HMOs where additional circuits have been added over time), properties with solar panels or EV charging points, and properties where circuits are not clearly labelled all take additional time. These are priced by consumer unit count rather than bedroom count.

What Is Not Included in the EICR Price

Understanding what the EICR price does and does not cover prevents misunderstandings after the inspection.

Included in every EICR:

• Full inspection of all fixed wiring, sockets, switches, and light fittings
• Testing of every circuit (continuity, insulation resistance, polarity, earth fault loop impedance)
• RCD trip time testing
• Written EICR with condition codes for every circuit and observation
• Certificate emailed within 24 hours

Not included:

• Remedial work — any C1 or C2 defects found require separate repair work, which is quoted after the inspection
• PAT testing — portable appliances (kettles, lamps, white goods) are not covered and need a separate PAT test

How to Spot an Overpriced EICR Quote

EICR pricing in London varies widely. A few red flags to watch for:

Quotes under £50 for any property larger than a bedsit. A proper EICR on a 2-bedroom flat takes a minimum of 2 hours — at any sensible hourly rate, a £40 quote simply cannot fund a thorough inspection. Either the engineer is unqualified, the inspection will be rushed, or additional charges will be added later.

Separate charges for the written certificate. The written EICR report is not an add-on — it is the entire point of the exercise. Any quote that lists a charge for "producing the certificate" or "report writing" on top of the inspection fee is inflating the total.

No mention of NICEIC or NAPIT registration. The Electrical Safety Standards Regulations 2020 require the inspector to be a "qualified and competent person". The accepted benchmark is registration with an approved competent person scheme. Always ask for the electrician's NICEIC contractor number or NAPIT membership number and verify it online.

Very fast quoted completion times. If an electrician quotes 30–45 minutes for a 3-bedroom house, ask how many test points will be covered. A thorough inspection of a 10-circuit installation should take well over an hour.

Is the Cheapest EICR Always the Worst?

Not necessarily — but very low prices in the London market are almost always a warning sign. The majority of genuinely qualified, NICEIC approved electricians cannot profitably offer an EICR for under £60 on a 2–3 bedroom property once their overheads, van costs, insurance, and time are accounted for.

The risk of an inadequate EICR is not just compliance — it is safety. An EICR that misses a C1 defect (immediate danger) leaves a genuine fire or electrocution risk undetected in a property your tenants live in. It also does not meet the legal standard of the Electrical Safety Standards Regulations, meaning you are not actually compliant even though you have a piece of paper.
