Quick answer: Asbestos was fully banned in the UK in 1999, so any London rental built before 2000 may contain it. If you are responsible for common parts (a block's hallways, stairs, plant rooms, or an HMO's shared areas), you have a legal duty to manage asbestos under the Control of Asbestos Regulations 2012. Before any renovation, you need to know where asbestos is so contractors do not disturb it.
Asbestos is still one of the most common hidden risks in London housing. Large parts of the capital's rental stock were built, extended or refurbished between the 1950s and 1990s, when asbestos-containing materials were widely used.
When the law requires you to act
Common parts: the duty to manage
Regulation 4 of the Control of Asbestos Regulations 2012 places a duty to manage asbestos on whoever is responsible for maintaining non-domestic premises. HSE guidance treats the common parts of residential buildings, such as shared hallways, stairwells, lift shafts, roof spaces and plant rooms, as non-domestic for this purpose.
If you own a block of flats or manage one as a freeholder or agent, the duty applies to you. In practice it means:
- Find out whether asbestos is present, and where, usually through a survey.
- Assess its condition and the risk of it being disturbed.
- Keep a written asbestos register and management plan.
- Tell anyone who might disturb it, such as contractors, where it is.
- Review and monitor it regularly.
Inside a single let
The duty to manage does not apply to the inside of an individual private dwelling. That does not mean asbestos can be ignored. Councils assess asbestos as a hazard under the Housing Health and Safety Rating System, and you have wider health and safety duties to tenants and to anyone who works on the property.
Before any works
Anyone arranging building work must make sure the people doing it know whether asbestos is present. Contractors should not start intrusive work without that information. A refurbishment survey is the standard way to provide it.

Where asbestos hides in London rentals
- Textured ceiling coatings, common in 1960s–1980s homes.
- Vinyl floor tiles and adhesive in kitchens and bathrooms.
- Pipe and boiler lagging, and boiler flue pipes.
- Soffits and fascias, and corrugated garage or shed roofs.
- Panels behind storage heaters and fuse boards.
- Partition walls and ceiling tiles in converted buildings.
If you are planning a fuse box upgrade, a rewire after an unsatisfactory EICR, or a boiler replacement, check for asbestos around those areas first.
What to do next
- Check the build date. Pre-2000 means asbestos is possible.
- Look for existing surveys from purchase, previous owners or the freeholder.
- Commission a management survey for common parts or if you have no records.
- Commission a refurbishment survey before any significant works.
- Keep the register with your other compliance documents and share it with contractors.
